SOMAC COMMITTEE MEMBERS

Dr. Michele Leslie

Director of the Sex Offense Management Advisory Committee (SOMAC) within the Utah Commission on Criminal and Juvenile Justice  (CCJJ). Dr. Leslie obtained her bachelor's degree in Psychology and her Psy.D. in Clinical Forensic Psychology and has since worked the last 10 years with the sex offense population with her previous role working in the Utah Department of Corrections (UDC) under the Sex Offense Treatment Program (SOTP).

Jared Hill

Director of Utah Department of Correction's Sex Offender Treatment Program (SOTP). He assumed the position in December 2024. He has worked with the sex offender population for about 18 years. 

Craig Peterson

Director of the Justice Division within the Office of the Utah Attorney General. Has been on SOMAC since 2023.

Tim Kincaid

Chief of Adult Probation and Parole (AP&P). He assumed the position on July 21, 2025 after serving for a year and a half as the Deputy Chief of AP&P. Tim was previously a Utah Highway Patrol officer for twenty-four years before moving over to the Corrections department.

Chyleen Richey 

Director of the Utah Office for Victims of Crime (UVOC) within the Utah Commission on Criminal and Juvenile Justice  (CCJJ). She was appointed to this role in October 2024 and was formally chair of the Utah Board of Pardons and Parole, and a Deputy Executive Director for the Utah Department of Corrections (UDC).

April Graham

Deputy Director and Interim Director of Juvenile Justice and Youth Services. 

Blake Hill

Interim Board Chair of the Utah Board of Pardons and Parole (BOPP). Was a former Special Victims (SV) prosecutor for the Salt Lake County District Attorney’s office and the Summit County Attorney’s office for twenty-one years. Blake was appointed by Governor Spencer J. Cox in March of 2021.

Kevin Barlow

Treatment provider in Cache County, Utah. Has been doing work as provider for 25 years

Jennifer Brown

Works for the Church of Jesus Christ of Latter Day Saints, former Chairperson for the NOJOS board and was on the Sex Offense Task Force (SOTF). She has been on SOMAC since 2023.

Mark Moffit

Is a criminal defense attorney with over 20 years of experience working with the sex offense population.

Matt Barraza

Executive Director of the Utah Indigent Defense Commission since 2021. Prior to this role, he was a public defender in Salt Lake County.

Liliana Olvera-Arbon

Executive Director for Utah Coalition Against Sexual Assault (UCASA). She was recently appointed to SOMAC in July, 2025.

Vacant seat for Prosecution Representative.

Previously held by Tony Graff.

Vacant seat for Law Enforcement Representative. 

Previously held by Chief Allen Swanson.
